He stressed that "in fact, it is the United States that represents the biggest nuclear threat in the world."

The U.S. has the most advanced nuclear weapons in the world, pursues an aggressive first-use nuclear deterrence policy, and continues to invest heavily in advancing the miniaturization of nuclear weapons for use in actual combat.
